A future-ready digital platform for the representative body of all 257 South African municipalities — built to scale, designed for non-technical ownership.
SALGA — the representative body for all 257 municipalities across South Africa — came to us with a clear mandate: modernise their digital presence. Their existing platform served municipal officials, stakeholders, media, and the public, but had outgrown itself. Content was hard to surface. Day-to-day updates required technical staff. The architecture had no room to scale.
The ask was not a redesign. SALGA needed a future-ready platform aligned with their Digital Strategic Framework — built on a modern technology stack, hosted on recognised cloud infrastructure, and capable of handling everything from municipal profiles and tender notices to multimedia content, podcasts, events, and member portals, all while meeting government-grade security, POPIA compliance, and accessibility standards.
"Modernise our digital presence for the next decade. Built on modern technology stacks. Hosted on recognised cloud infrastructure. Capable of growing alongside our increasingly ambitious digital ambitions."
Before writing a line of code, we invested in understanding the problem at scale. SALGA's website is not a typical corporate site — it is effectively a knowledge hub, a communications channel, a procurement portal, and a stakeholder engagement platform, all rolled into one. The content taxonomy alone spans ten major sections with dozens of subcategories.
We studied how the world's most content-intensive organisations manage publishing at scale — IBM, the UN, large government departments, and global NGOs. We then conducted a thorough audit of the existing salga.org.za, mapping content gaps, structural inefficiencies, and user journey friction points that the new platform would resolve.
"The answer, consistently, is not better content — it is better systems around content."Digital Resolve · Platform architecture principles, SALGA engagement
We delivered a fully custom web platform built on a component-based front-end framework with a clearly separated front-end, back-end, and database layer — exactly as the brief required, and then some.
The interactive provincial map — allowing users to drill into municipality-specific data by province — became one of the standout features of the new experience. Integration was a core consideration throughout: the architecture supports chatbots, payment gateways, MS PowerApps, and subscription tools, and is designed as an open system, ready to plug into whatever comes next.
The result is a platform that reflects the scale and ambition of the organisation it represents — fast, clean, and built to last. Content that once required developer time to publish now goes live in minutes. Navigation restructured around real user journeys. Mobile-first in a country where mobile browsing dominates. SALGA now has a platform their team owns, their audiences can navigate, and their organisation can grow into.
